I never explained it. I’ll get around to it eventually. Basically Inspecters have the ability to exorcise shivers. Spectrum is a new type of ‘energy’ in the world that was created when the ‘event’ happened. Inspecters have the ability to exercise some control over the spectrum and contain higher levels of it…hence the green eyes and hair. and a bunch of other bla bla bla that will get explained more in due time.
